Elevator Regulation
Purpose
Article 1 – This regulation aims to regulate the construction and operation of elevators in accordance with standards.
Scope
Article 2 – This regulation covers the design of all types of elevators to be installed in buildings constructed according to relevant zoning laws, procedures, and regulations; the manufacturing of components; preparation of the elevator shaft; installation, inspection, and testing; maintenance; operation; and the standards and application principles to be followed during annual inspections.
Operating License
Article 23 – a) Elevator companies must obtain an operating license from municipalities for elevators installed within municipal boundaries, or from governorates for buildings outside municipal boundaries.
Annual Inspection
Article 25 – Elevators must be inspected at least once a year by the municipality where the building is located, or by the governorate for buildings outside municipal boundaries. However, municipalities or governorates lacking sufficient technical staff may outsource the annual inspection to an external electrical and/or mechanical engineer. This engineer must provide a report confirming that there are no obstacles to the safe operation of the facility and assume responsibility for it.
This report shall be prepared in three copies and kept by the municipality or governorate, the maintenance company, and the user. The building manager and the maintenance company are jointly responsible for ensuring this report is prepared and submitted.
